Relative to Memorandum Order No. 6 regarding the Interim Guidelines on Safety Protocols for the Conduct of Film and Audio-Visual Production Shoots to Mitigate COVID-19 dated 16 May 2020, the Film Development Council of the Philippines recognizes the need to ensure the health safety and security of the all film production and audio-visual work venues through an issuance of the following additional guidelines for workplaces.
In the interest of service and pursuant to FDCP Advisory No. 1, Series of 2020 on the Activation of the FDCP DISASTER/EMERGENCY ASSISTANCE AND RELIEF (DEAR) PROGRAM, a disaster-triggered funding mechanism of the Film Development Council of the Philippines that provides financial assistance to its stakeholders who are directly affected by a major natural disaster, the following clarificatory guidelines are issued for the DEAR ACTION! PROGRAM for displaced freelance audio-visual content workers.

The FDCP has received several complaints from the audio-visual industry reporting that despite the Department of Labor and Employment’s Labor Advisory for flexible work arrangements and the FDCP’s Memorandum Order to suspend production of film, television, and other audio-visual contents for the duration of the community quarantine in NCR effective immediately, some professionals are still being required to report in person to work places, including editors and post-house workers.
In line with the President's announcement last March 12, 2020 and the recommendations of the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Disease relative to the Coronavirus Disease 2019 (CoVid-19), the Film Development Council of the Philippines (FDCP) hereby adopts the following measures and recommendations for the Audio-Visual industry and community stakeholders.
